Summary/Abstract: The imposition of a state of emergency is a permissible state response measure to a variety of serious risks, such as the current public health issue of the moment. Today, more than ever, modern society faces periodic threats from variations of the coronavirus. In the conditions of an emergency situation, each country, through its legislative body, needs to adopt specific legislative changes that clearly regulate what the new obligations of citizens are, the temporarily extended powers of the authorities, as well as the sanctions that they will be able to impose for the time being during which the state of emergency was declared.
