Summary/Abstract: The article considers the impact of organizational culture to make changes in organizations in the context of the application of new concepts and models of organizational structures. On the basis of the article’s own organizational culture research community offices mentioned features an open organization, that such elements of organizational culture, which determine the possibility of implementing the organizational structure of the process. It seems that the stated range of „opening” of organizational culture in the offi ces of the municipalities may be a factor supporting the making organizational changes.
