Summary/Abstract: Every democratic state has its own clearly defined and legally ordered set of normsand rules that determine the principles of internal organization, management andthe system of public authorities. These rules, under the influence of many circumstances, are subject to natural processes of change. From the perspective of mostmodern countries, the key changes relating to the public management systeminclude, first of all, the rejection of the state as a legitimate monopoly of coercion,introducing the broadly understood, although not always and everywhere present,decentralization of power. The author’s intention is to indicate in the article selected,obviously due to the wide scope of the issue discussed, administrative and legalaspects of the presence of public management in the development of public administration. The considerations presented in the text lead to the conclusion that despitethe visible directions of dissemination of various, often very socialized forms ofpublic management, in the practice of public administration the multidimensionality of the implementation of this system is noticed.
