Summary/Abstract: Work-based learning models have been appliedto varying extent across countries. This raises questionsabout the factors that determine the feasibility of theirimplementation in small and medium-sized enterprises(SMEs). The multifaceted impact of these factors and theindicators reflecting them varies significantly, whichmakes it necessary to rank them appropriately. This studyuses a pairwise comparison of the indicators’ importancebased on their transitivity to determine such ranking. Thisnew methodology is superior to existing approaches inthat it allows the researcher to determine the importancerankings of a virtually unlimited number of indicatorswithout compromising the adequacy of the assessment.It also significantly reduces the scope of expertjudgement. The methodology also accounts forinteractions between indicators, further improving therelevance of the rankings. Finally, the proposedmethodology is versatile as it can be applied to rank theimportance of any type of indicators reflecting the stateof socio-economic systems.
