Summary/Abstract: Regional stabilization depends on consolidation of Bosnia-Herzegovina. As the basis for Bosnia’s political arrangement the Dayton Accords have proved insufficient since and need to be upgraded so that the country can function normally. The international community has been aware of that for some time now and treating the Dayton Accords as an unfinished process.
