Summary/Abstract: Public-private partnership as a form of long-term cooperation between the public and private sectors is increasingly used in promoting the development of telecommunications infrastructure by combining the strengths of the public and private sectors. Private companies have the technical expertise, innovation capabilities and financial resources needed to build large infrastructure projects. Governments, in turn, provide the regulatory framework, public resources and perspectives for long-term planning. A key factor in the success of public-private partnerships is the proper allocation of resources and rewards to achieve balance and risk taking by the party best prepared to manage them. Combining the expertise of the public and private sectors has a crucial role to play in developing the telecommunications infrastructure and meeting the growing demand for telecommunications services, as well as the potential to overcome the financial and operational challenges associated with the development of the telecommunications infrastructure.
