Summary/Abstract: The essential characteristics of information security are analyzed through the activities of state and non-state entities. It is noted that the main task of the state is to create and maintain an institutional mechanism for ensuring information security. The leading role of non-state entities such as analytical centers and mass media in the functioning of the information security system of democratic countries is substantiated.
