Summary/Abstract: Attention is focused on the urgency of raising the level of conceptual understanding of the problem field of hybrid warfare. The author’s strategy for building a general concept of hybrid war is proposed. The first stage of which involves the systematization of the results of research into the problems of hybrid warfare, which are presented in the modern social and political discourse according to L. Coser’s analytical scheme. The second is the development of its «static» (fundamentals of sustainable existence) and «dynamic» (mechanisms of development and distribution) models.
