Summary/Abstract: During the Second Balkan War, held in 1913, General Ioan Culcer led the military operations in Bulgaria as commander of the V Army Romanian Corps. With tact and firmness, through the organized organizational measures, he managed to establish garrisons with Romanian troops at Silistra, Balcic, Bazargic and Turtucaia, to set up the headquarters of the V Army Corps in the Curtbunar (Tervel) area, to properly ensure the quartering, the supply and feeding of the herds, to limit to a minimum the losses caused by the cholera epidemic, to temper the hostile manifestations of the local population, and to restore order, without violence, to the administration of the province. During the war, he was appointed by King Carol I of Romania, governor of Cadrilater (Southern Dobrogea). For his participation in this war, he was decorated with the "Avântul Țării" Medal and the "Star of Romania" Order, in the rank of Grand Officer.
