Summary/Abstract: On 28t h November 1912 the Albanians raised their national flag in Vlora and this event marked their political separation from the Ottoman Empire; however, as a matter of fact, the political independence of the Albanians did not mark the ultimate separation from the Ottoman state, and even less did this independence mark the cut of the ties with the Ottoman reality, which from 1913 onwards would be called: the Ottoman legacy.
