Summary/Abstract: The causes of environmental problems are highlighted by the discrepancies between the official positions of international institutions and alternative, often marginalized, views. The predominant funding of a single environmental ideology limits the ability of actors in administration, civil society, education and the media to express different perspectives in relation to state responses to climate change. This situation raises questions about the absence of relevant factors that could influence the environment, in addition to anthropogenic emissions. Analysis of weather modification technologies and environmental policies suggests the need for a new approach to environmental protection. Independent, rigorous scientific assessment and legal regulation of climate technologies and fluctuations in solar activity — are essential to promoting balanced models of sustainability and sustainability. In this framework, the strategic importance of not perpetuating a monopolistic vision of environmental issues is highlighted, because the exclusion of alternative scientific perspectives from global climate debates can lead to ineffective policies and international conflicts new in structure and nature.
