Summary/Abstract: In examining the complexities of performance management within the public sector, this article critically assesses the utilization of benchmarking as a strategic mechanism for fostering both operational efficiency and accountability. Benchmarking serves as a comparative framework, enabling public institutions to evaluate their performance against peer organizations, thus facilitating the identification and adoption of best practices. The discussion underscores the dual benefits and constraints inherent in the process, particularly the importance of integrating both qualitative and quantitative metrics to achieve comprehensive evaluations. While the potential advantages—such as improved transparency, efficiency, and innovation—are notable, the analysis also acknowledges that the success of benchmarking initiatives may be compromised by existing cultural and political barriers.
