Summary/Abstract: Energy poverty remains a pressing challenge for the European Union, particularly in Eastern European countries like Bulgaria. This article aims to propose a comprehensive methodology for combating energy poverty by integrating policy analysis, empirical findings, and actionable recommendations. Key methods include an examination of institutional approaches, quantitative survey analysis, and a critical evaluation of existing policy frameworks. The findings reveal systemic inefficiencies and propose targeted interventions, including enhanced public awareness campaigns and the adoption of innovative technologies. This study contributes to understanding and addressing energy poverty in the transition to a sustainable and carbon-neutral economy (Bouzarovski, 2018).
