Summary/Abstract: This article deals with the establishment of the Second Academy of Sciences of during the Second World War. One of the most important events in scientific life in Albania after the stabilization of the Italian occupation during 1940, was the establishment of the "Skanderbeg Foundation", consisting of two sections: The Institute of Albanian Studies and the Italo-Albanian "Skanderbeg" Circle. The foundation of this institution can be considered as part of the scientific and cultural "institutional architecture" that the Italians created in Albania, in support of their policy of allowing the development of ideal traditional patriotism and encouraging Albanian studies. The Italian assistance to the Albanian researchers and professors in the development of scientific activity for the benefit of their own nation was a camouflage for the other expansionist policies of Fascist Italy in Balkans. But, the people of culture in Albania, used this opportunity to give a further incentive, as they could, without fascist clothing, to the scientific studies, to the education and culture systems in Albania and to the promotion of intellectual life in this very poor country. The scientific works, the research activity and the publication undertaken by this institution has been among the most important and with a very large impact in Albanian science and social life. Thanks to this activity it was possible the standardization of terminology in administration, the programming of student training, the creation of the corpus of documentation for Albanian Foreign Ministry for the expected post-war peace conference, the Vocabulary of Albanian Language etc. During the time of the German occupation, the Institute changed its name, being called the Albanian Institute for Studies and Arts. At the end of 1943 and during 1944, Italian researchers were forced to leave Albania and were deprived from further participation in this scientific institution, giving it a genuine Albanian character and the full contours of the academy of sciences.
