Summary/Abstract: The legislative process is essential to ensuring the state subject to the rule of law and the rule of law. In this context, it is imperative to adopt legislative acts in compliance with the procedures of legislative technique and the rules that establish the role of an essential legal institution – the Legislative Council. The role of the Legislative Council as a specialized advisory body of the Parliament is enshrined in the Constitution, which demonstrates the importance of the institution in the proper functioning of the rule of law. This study aims to analyse the evolution of this constitutional institution, its current and prospective role, and to research elements of comparative law in order to identify the differences and similarities of the functioning of the Legislative Council compared to other legal systems. The interdisciplinary approach considers both the constitutional basis and the elements of legislative technique, so important for a rigorous legal system.
