Summary/Abstract: Rules having a fundamental role in providing the power balances of individuals’ relations with their society and other individuals in social life also have a guideline role in decreasing the uncertainty in social relations, facilitating interpersonal relations and drawing the limits of freedom of individuals. Rules created as a product of society’s anonymous personality can vary from one society to another. While setting free the individual, rules these rules can both limit the individuals’ freedom and set them free at the same time. This dynamic nature of rules can result in variation of the reasons for obeying the rules and sanctions in case of disobeying rules in different societies. For the aim of discussing these cases in details, the term “rule”, related terms, functions of rules, characteristics and types of rules, individual-rule-freedom relationship, anomie, the reasons of obeying and disobeying of individuals’ and differences among the societies in rule obeying behavior were analyzed. It seems that final purpose of rule-obeying behavior is to provide the happiness of individual and society. In order to achieve this purpose, it should not be over sighted that rules should be regulated in a form that enables the individual to benefit from the freedoms as much as possible. Further, rules should be regulated in a form that keep up with the new situations stemming from social changes.
