Summary/Abstract: During the last decades problems of International Humanitarian Law (IHL) attract the attention of many scholars all over the world. Unfortunately, this is not the case with Bulgarian scholars researching in the field of International Law. Professor Tsvetana Kamenova, Director of the Institute for Legal Studies at the Bulgarian Academy of Sciences has written an important book. In her earlier articles, published in Bulgarian in this journal, she analyses some decisions of ICJ and ICTY. On the contrary, the book aims not to examine case law of ad hoc tribunals, (an exception is the case law of the ICH), but to reveal to the reader the general problems of Inter- national Humanitarian Law. Prof. Kamenova is a former judge ad litem at ICTY and she teaches a course on IHL at Plovdiv University. In the beginning the author deals with the notion “armed conflicts” and the changing nature of the conflicts – international and national. The book is divided into seven chapters. After dealing with the notion “International Humanitarian Law, its principles and sources (Chapters I-III), the author turns to customary international humanitarian law in Chapter IV. The list of customary rules as codified by the International Red Cross is given as appendix at the end of the book. The difference between rules of IHL and international human rights regulation is discussed in Chapter Five. National measures against violation of IHL rules are given in Chapter Six. The case law of ICJ dealing with IHL and Human Rights rule is discussed in Chapter seven. Bulgaria is a member of the EU; this is why the author considers relevant including the position (guidelines) of the EU on IHL. Closely connected with IHL problems are the problems of peacekeeping operations. Chapter Nine describes the efforts of the UN and of regional international organizations and new trends in this field. At the end of the book the author dis- cusses some ideas about improving the existing mechanisms envisaged by the Geneva Conventions and the Additional protocols.
