Summary/Abstract: The purchase and use of freight transport services in a business enterprise is what we call a traffic function. The traditional ways of managing this function have changed critically since the 1980s. Deregulation and other regulatory reforms have opened up the transportation industry to new services, practices, and freedoms. Following these changes, progressive companies quickly began to realize how aggressive and innovative traffic management can increase profits. It is not surprising that companies are now looking for individuals who have the skills and knowledge to lead sophisticated planning, operations and control in the transport sector, people who can use this ability to take advantage of the opportunities available in a freer transport market. Today's transportation managers cannot afford to miss the significant opportunities that proper planning can identify. Moreover, managers in traffic activities cannot limit their attention to planning issues related only to traffic and logistics functions. Instead, they must look beyond these boundaries to address the strategic elements of transportation that affect the organization as a whole. In other words, today's traffic managers must be competent in strategic, managerial and operational planning. The purpose of this paper is to offer a complete and modern introduction to transportation planning.
