Democratic Political Culture in Serbia Before and After Democratic Changes

Summary/Abstract: The aim of this article is the analysis of the acceptance of self-expression values in Serbia for which, in the previous research of the same type, it has been shown that they form the essential part of democratic political culture. Based on the data collected in the World Values Study, conducted in Serbia in 1996 and 2001, the article investigates the connection of lip service to democracy on the attitude level with the deeper syndrome which includes tolerance, participation and emphasis on freedom. It has been shown that the Serbian population largely supports democracy, but rarely accepts self-expression values, in the first as well as in the second observed period. The analysis of individual differences has demonstrated that, regarding Serbian population, one cannot talk about a single dimension of self-expression values, but two independent dimensions, showing different dynamics and the direction of change between the two observed periods, as well as between the respondents’ generation cohorts. The conclusion discusses the relevance of generation hypothesis as the model for the explanation of the detected changes.
