Summary/Abstract: The relationship between security and intelligence acquired new actors, methods and intermediaries. Under the fake coverage of “Democracy”, “Modernization”, “Development” models and by the mediation of the organizations such as Financial Corporations–NGOs–Foundation–Institution–Think Tank Centers–Multinational Corporations; the direct intervention into the institutions and corporations in target countries, and its aimed at making a net between society and government. In fact, it has been, in the domestic rules of countries, formed as established preeminence that is parallel to state sovereignty, providing an organization between the society and state.
