Summary/Abstract: The aim of my thesis is to analyze the role and functioning of the parliament as the supreme legislative body of the country. As it is a case study I stress the development, the structure and constitutional framework of the Lithuanian parliament. Simultaneously I am trying to mention the relations between the legislative power and executive, especially the head of the state. Lithuanian parliament, Seimas, disposes a wide spectrum of powers and competences, therefore it is given a large part of this work. My thesis focuses on the political system of Lithuania that practically oscillates between parliamentarianism and semipresidentialism. The indivisible part creates the party system, its forms and the characteristics of the relevant political parties that are represented in parliament, respectively the parties that have established as the regular political powers on Lithuanian political scene. The main goal of the thesis is the characteristics of the role and functioning of the parliament after the transformation period of the political system in the country similar to Slovakia.
