Summary/Abstract: Following the spirit of the fundamental law, the proper functioning of the governing system, as a whole, can only be achieved with the participation of the civil society, union organizations, employer organizations, mass-media, foundations and similar organizations, to the act of governing and administration. This collaboration between the Government and other social entities is the expression of the governmental transparency. The principle of transparency lies at the very foundation of administrative law, as it can be identified in any administrative institution, being one of the fundamental principles of any democratic administration.
