Summary/Abstract: This study is part of a comprehensive research project which aims to review and summarize the experiences and lessons learned on the agricultural and rural policy in the countries that joined the European Union (EU)in 2004. It points to the positive developments, but also to the unintended consequences and dysfunction stat were the result of the regulations and the support system in Hungary. It looks at the difficulties that farmers encountered in applying for EU grants and the institutional arrangements that have supported or hindered the agricultural policy in achieving its objectives.It also highlights the unintended consequences of policy measures and some dysfunctions that have occurred in Hungary as a result of legislation and funding. The focus is on the institutional system of subsidies, the allocation mechanism of subsidies, the difficulties in mobilizing resources and possible solutions to the problems outlined.
