The need for active counteraction against poverty in bulgaria - a prerequisite for revising the social support system

Summary/Abstract: Social assistance is a system intended to limit poverty by ensuring a minimum livelihood for all citizens who, for reasons of an objective and subjective nature, are unable to provide it for themselves. Its effective functioning, particularly under conditions of chronic shortage of resources, directly corresponds with the capacity of the system to optimally address social benefits to the neediest individuals and households. The mechanism for targeting the impact naturally focuses on the type, and especially on the regime, as part of the organizational aspects of the welfare transfers granted. System errors accumulated during the years of operation, due to the "inertia" of the development of social assistance in Bulgaria, necessitates the undertaking of urgent and adequate measures aimed at improving the organization of action, increasing the capacity for adaptation to dynamically changing economic conditions and improving effectiveness and efficiency.
