ANALYSIS OF INNOVATIVE BUSINESS DEVELOPMENT POSSIBILITIES IN LITHUANIA IN CONTEXT OF EUROPEAN UNION

Summary/Abstract: Currently in many European Union countries alternation of society is in progress, and the main features are: the understanding of importance of innovative activities for the countries' economic development, intensification of interaction between science and business. It is very important to reform processes in the European Union towards modernization, because it is necessary to implement the vision of Europe as the most competitive region in the world before 2010. The development of innovative business is one of the main measures trying to reach this goal. Scientific problem of this article is scarce innovation of Lithuanian business. The object of the article is the development of innovative business in Lithuania in the context of Europe. The main aim is to analyze development possibilities in Lithuania of business based on novelties. This objective can be reached by completing five tasks, i.e.: to reveal the conception of innovative business; to estimate the relation between the usage of new knowledge and the ability to compete; to analyze the development of business based on innovations in Lithua¬nia in the context of Europe; to point out fields of the government's interventions in order to support the innovative business development; to provide recommendations for the business sector. The following methods were used: analysis and synthesis of science researches, non-fiction literature, legal document data; comparison of innovative sectors of Lithuania and Europe; SWOT analysis. In this article innovative business is defined as a subject seeking for multi-staged economic profit, assorted activity based on creating innovations and maintaining high risk. Innovations is one of the main sources of the countries' business abilities to compete and maintain welfare; this is evident interpreting providences of modern theories, practical examples, similarities of competitiveness ranks and innovation indexes of separate European countries. One of the main forces in this sector is active cooperation with some other participants in the market. High education level, very fast growing investments in research and development, a wide spectrum of support measures for innovative enterprises provides possibilities for this sector. The weaknesses of Lithuanian innovative firms: they are of narrow profile, work mainly in a limited territory, the cooperation with science and the public sector is limited; they lack organizational innovations, security of intellectual property and finance. There are several threats for innovative activities development: the lack of research and development of personnel, the lack of investment in the private sector, small amount of innovative firms, and the low level of cooperation among Lithuanian companies. The directions for intervention of the public sector in order to develop innovative business must be: support of innovative small medium enterprises (particularly high technology) in all stages of the development; orientation
