LOCAL GOVERNMENT LEVEL OF PUBLIC DEBT IN 2000-2009 ON THE EXAMPLE OF UNITS OF WEST POMERANIA VOIVODESHIP

Summary/Abstract: The article presents the legal basis for forming self-government debt. The author refers to the evolution of the debt levels of local government in West Pomerania on the back¬ground of debt management policy. This paper describes the basic assumptions of government policy on the management of public debt against the principal risks and puts forward the thesis that it is necessary to analyze the size of aggregates, because it is important for regional de¬velopment policy and public debt management. The management of government policy and public debt must be developed individually because of the presence of specific risk and held public power (discretion).
