Summary/Abstract: In the article the author substantiates the need for adaptive-situational approach to organizing of investment process of the railways. The mechanism of given approach implementation in the dynamism cycles of economic development is shown. Have been determined the structure and features of the formation mechanism of investment based on implementation in the railway industry of the investment controlling system. Are formulated the essence of the concept of controlling investment on railway transport and the conditions of its realization under reforming the management system of the industry
