Summary/Abstract: The purpose of this article is to show that the changing economic circumstances and, in particular, financial crisis from 2008 and its subsequent debt crisis was the direct impetus for reform measures taken by the Member States of the EU in the health sector. Although a common feature of these activities was striving to reconcile the moral imperative to maintain rules of solidarity, and the social nature of the health benefits with the fiscal imperative of reducing public spendings and cost control, in practice, for the most Member States, fiscal imperative has become a goal to other objectives of the health system.
