Macroeconomic conditions of the financial situation of local governments

Summary/Abstract: The aim of the article is to examine whether the economic situation or the economic slowdown had influence on the financial situation of local governments. In the study, three periods have been differentiated. The first one was connected with the transformational period between 1991 and 1994. The second period between 1995 and 2007 was related to the economic growth and the transformational changes, with a significant slowdown during 1999–2003. The third period, however, concerned the years 2008–2012, and it occurred during a slowdown. On the basis of the conducted analysis of the figures, one can state that there is a significant correlation between the economic situation and the revenue and expenditure potential of the local governments. At the same time, one may easily notice that the taxes supplying the local governments fulfil the inverse elasticity rule. This is reflected in their growth or decline in the periods of good economic situation and economic slowdown.
