Summary/Abstract: A contemporary model in this paper outlines the position of science as a connection between thinking and reality. This paper outlines all aspects of cognitive reality and objective reality. The flow modeling process model and data model within the two classes representing the mental reality and objective reality are shown in the direction of the double circular line. A model has been created in the paper that shows the components and participants who are key to the development of knowledge management; there is an explanation to the examples of the development of knowledge management in practice on the basis of information collected in private companies and public institutions, and elements of information technology for management of the development of knowledge displayed. Observed private companies and public institutions are constantly creating new knowledge and managing the development of knowledge in a way the knowledge has been developing in order to rapidly introduce new technology and new products into application. Managing the development of knowledge is a never ending circular and continuous process, since the existing knowledge can always be developed and the perfection of existing knowledge that we possess is questionable. The knowledge development’s primary objective is to create conditions that encourage the process of teaching, learning and innovating. Numerous examples in this paper show that the addition of modern information technologies’s abilities, collectively called Web 2.0 technologies, in conjunction with existing information systems can generate additional value for a public institution. Knowledge is necessary for effective decision-making and identifying and understanding the cause-and-effect relationships and relationships that affect the business of private companies and public institutions and thus the ability to predict the survival of the organization in the future.
