Summary/Abstract: Local and regional government units are under constant pressure to improve the performance of public services considering limited financial resources and inadequate financing. Lack of public funds is the predominant reason for the private financial sector’s involvement in local and regional investments and development projects (e.g. public-private partnerships). Furthermore, investment costs can be allocated over a longer period, which does not substantially burden annual financial results generated by the public sector. Additionally, PPPs could help public entities to comply with limitations on public debt. The research topic of this article focuses on the analysis of the influence of the execution of PPP on local government debt. In legal regulations regulating the principles of local government liability classification, discrepancies and uncertainties can be found which ambiguously regulate the principles of showing debt in budgetary reports resulting from the implementation of PPP and concessions. This relates mostly to executive orders to the public finances law regulating the issue of local government debt classification and EUROSTAT directives pertaining to the display of PPP in public entity debt (ESA95 Manual Deficit and Debt 2012). The author analyzes the above laws in depth and tries to showcase the discrepancies in laws which should be changed by the legislator. This will allow generating transparent debt classification principles pertaining to the execution of PPP.
