Summary/Abstract: At the beginning of the third millennium, an overview of the world image reveals a world of sudden and unexpected changes, and even surprising directions oriented seizures, generated on the one hand, by competition for control of strategic resources-oil and gas, mineral ores and energy-fusionable ones etc. and access to, and on the other hand, attempts to identify solutions to mitigate the negative effects of globalization. Broadening the range of unconventional risk, diversifies the types of crises and conflicts and generates such multiple challenges that require quick and multidimensional reactions, based on mobility, diversity, coherence and complementarity, both in regional space and in the world.
