Summary/Abstract: The disappearance of the totalitarian regime in the former Yugoslavia occurred against the background of ethnic and religious secession. At the same time (1989-1991), in the two developed provinces of Yugoslavia, Slovenia and Croatia, the anticommunist reaction ant the process of civil society organization led to the emergence of some truly democratic political parties. On July 23, 1990, the Slovenian Parliament passed a law stating the idea of Slovenia’s sovereignty. At the same time, the provincial Parliament in Kosovo, later and disbanded, proclaimed „The Kosovo Republic”. Between 1989 – 1990, the secessionist force a made a superposition of the administrative borders of the federation and the state borders of some republics that intended to be sovereign and proclaimed the inviolability of their borders. At the beginning of 1991, the clashes generalized in Yugoslavia, either between various separatist forces in the republics and the federal authorities or between democratic forces in the capital of Yugoslavia and the same state authorities. The entire Yugoslavia was heading toward civil war, which broke out in summer.
