Summary/Abstract: In a permanent changing and complex world, the order maintaining forces have to establish their priorities and perspectives because "not forming a future image about the organizing way and the resources commanding place simply means abandoning the main problems" In all states special measures have been taken for supplying the order maintaining forces with complete specific equipment for fulfilling their missions. The interior ministers of these states had fought true "battles" with politicians in order to demonstrate the great danger criminality in general, organized crime and terrorism in particular represent for their countries national security and in order to obtain financing to ensure that the order maintaining forces can fight against this plague. These steps were necessary on one hand because not even one state established in its budget enough funds for maintaining public order, the national defence and the strengthening of the army were considered more important and actual objectives. On the other hand the crime rate increased alarmingly, the delinquents are taking advantage of the important dirty money used to run their businesses. The public order forces are the beneficiaries of limited resources, did not succeed to be at the same level with these regarding the endowment and specific action methods. In the last 10-15 years, the number of violent actions involving a large number of citizens increased in the entire world and the force maintaining order had to face them in order to keep them under control or to reinstate order when serious altercations occurred.
