Summary/Abstract: The development of any field relies heavily on its capacity to identify, select and define a body of key-concepts and theories, an episteme1, that would provide the theoretical basis for any future research in the field. The on-going debates both inside the Romanian intelligence and academic communities regarding the intelligence activities taking place in this country are still lacking substance and drive, in comparison with global social and technological development. Moreover, there is a need for more academically-grounded papers in the field that would address in a systematic and detailed manner issues related to security and intelligence. In this context, the purpose of this article, the first from a future series, is to shed some light on various meanings of the terms security and intelligence so that we may reach a common understanding on the nature of intelligence in a Romanian context so that we may make the first steps towards developing a theory and a doctrinal framework that will contribute to the process of building a national intelligence system in Romania.
