Summary/Abstract: Little is known about this in the Romanian historiography. In 1871 Emmanuel Protopopescu-Pake founded the Free School for Political Sciences in Bucharest, whose aim was “to train students for administrative, judiciary, commercial and financial careers, as well to communicate to citizens notions about public Law and political economy”. The School had three departments: administration, judiciary and commerce-finance. Emmanuel Protopopescu-Pake was the principal of the School from 1871 to 1893 and taught courses in political economy and in commercial, administrative and constitutional Law. Always concerned with improving administrative and judiciary education, the teacher proved his competence and reliability in his entire activity. Due to his qualities and achievements, Emmanuel Protopopescu-Pake received the teachers’ esteem and the students’ respect. Therefore, in 1890 he was elected the chairman of the Society of Students in Political and Administrative Sciences in Bucharest. The institution created by Emmanuel Protopopescu-Pake functions today as the National School of Political and Administrative Sciences.
