The evolution of the urban tissue in the Lipscani street zone of Bucharest

Summary/Abstract: Starting from one of the most famous axes of the historic area of Bucharest, the Lipscani street, this study suggest an examination of the historic core, limited by the thoroughfares: I.C.Brătianu boulevard. Independency embankment (Splaiul Independenţei), Victory road (Calea Victoriei) and University square (Piaţa Universităţii), in order to make an estimation of the tendency and some proposals to intervene on the organisation level of the traffic. The basis of this study consists in the historical analysis of some plans and maps of Bucharest from the second half of the 17th century up to the present. In time we see the changing of the prevailing characteristic of the Lipscani street, from a dynamical street (which establishes the connection between two important functions with polarisation capability), into a polarizing street (which attracts the traffic to his proper important functions). The changing of the prevailing characteristic of the street brings into the area the complementary functions and also the functional segregation of the traffic along the street. This way, the prevailing characteristic of the adjacent streets become dynamical and the future functional groups are gradually giving a harmony of the relation between the urban functions and the traffic to the urban tissue of the zone. In the structure of this area, originating in the early 20"" century, we perceive a graded balance, which, however, in time becomes gravely disfunctional, by being overcrowded and violated by every component parts of the traffic. This causes irreversible degradations in the substance and the specific of the protected historical zone. Therefore it is necessary to limit very precisely the routes for every part of the traffic system and parking in the area, to obtain fluidity of the traffic like a first step in the protection activity of the historicalcentre of Bucharest.
