Summary/Abstract: Strongly related to the way in which the Communist Guvernment’s objectives could be achieved there are also great problems regarding the workforces of the Canal, even if, as it was already seen, the empowered bodies of the Romanian State have created and perfected the appropriate legal framework for the pursued goals. There is a relatively clear delimitation of the human effectives involved during the Canal’s construction.
