Summary/Abstract: The creation of human capital is a key objective which mainly depends on the labor market. The national system of human resources management must see that the labor market does not develop further embedment and that it engrosses the existing ones. As a matter of fact, poor populations are the favorable environments for the recruitment of labor force in the underground economy, and at the same time an important market for counterfeit products specific to underground economies. Regardless of the form the need for labor force in the underground economy takes on, it particularly views underqualified persons who are willing to make great efforts and even take great risks without exaggerate financial claims.
