Summary/Abstract: In Ali Pasha's state there were enforced simultaneously different law systems valid for different groups of people living in it. Shariah was the basic system of legal norms that was used in the Pasalik of Janina, as well as throughout the Ottoman Empire's territories. This system of legal norms together with the respective institutions created to support and implement it, was adopted as a whole in Ali Pasha's state with a relative independence from the Porte. Customary law was another system of legal norms, older than the Sheriah and rooted deeper in the population of the Pasalik of Janina, but this was a phenomenon which had historically existed and moreover was not typical to just these lands. However, to be noted is the multiplicity of the norms included in the customary law, considering the heterogeneous ethnic composition of this state. The byzantine law (church law) was composed of the number of legal norms that had remained and were still used since the fall of the Byzantine Empire. These legal norms were respected especially by the Christian population of the Pasalik and the institution that enforced them officially was the church. These norms were known as Heksabiblos (the six books) or named after the layer who collected them, Arrnenopulos. The Latin law is the most appropriate term to describe the legal norms that were enforced in different parts of the Pasalik of Janina which were owned by the Republic of Venice. The state of Ali Pasha was an authoritarian state and this fact was reflected in the (state) law and the way it was enforced by its institutions. There has been said a lot about Ali Pasha, his State, the way he gained power and how he exercised his authority, his cruelty or benevolence and certainly there are still more untold stories that are preserved in archives, in legends or that have altogether disappeared with time.
