Summary/Abstract: Good organization of public administration is needed to efficiently implement numerous regulations that have been passed in recent years with the purpose of meeting international obligations in the environmental domain. A detailed analysis of the current organization of public administration tests the adequacy of current administration in the domain of environmental protection and stresses its basic legal inadequacies. If these are remedied, better conditions would be created for a more efficient and rational enactment of dozens of new regulations in the domain of environmental protection.
