Summary/Abstract: A clear distinction between family policy and population policy is to be made. The transfers in favor of households with children do not compensate the costs (including the loss of income). The poverty risk particularly of single parent families is high. About one fourth of all children grow up in a culturally poor environment. Family policy has to provide children and all other family members with equal (learning) opportunities. Recent policies, however, mistrust parents and reduce their responsibility for education, instead of giving them all kinds of empowerment.
