Summary/Abstract: In the very typical way from Peace Conference in Paris and Versa Treaty, south east Europe became a field were Wilson’s, Lenin’s and Liberal-Capitalist ideas were clashed. Austro-Hungary, Russia, German and Ottoman monarchies collapses brought new born state in Balkan. For south-east Europe, in a special way, the disintegration of Austro-Hungarian and Ottoman Turkey, a further energy was given to effort of Balkan monarchies to spread its territories, ambitions and to wide as much economy and influential spaces in region. In this above mentioned interests and Albanian case was Versa Treaty Conference.
