THE PROBLEMS OF YOUTH INTEGRATION INTO LABOUR MARKETS AT LITHUANIA

Summary/Abstract: However, unemployment of the youth – perhaps the most urgent social problem – did not decrease during the recent years, but it increased alongside with the general level of unem-ployment in the Lithuania. On the basis of the complex research and research as a part of Lithuanian Labour Exchange project, the problems of youth integration into the labour market is ana-lysed in the article. This research covered a sociological survey of the young people registered at the labour exchanges and ex-pert survey of the employers. The goal of this research was to evaluate the situation of the youth on the labour market and develop the trends for increasing the employment of the youth. Thus, a typical young unemployed is a person of 21-24 (60 %) having a rather low education (50% of them did not have any vocational education), having no marketable profession, without constant income source, having no children and living together with parents and being dependant who unsuccessfully try to find his/her position on the labour market. When analysing research data related to the primary and continuous studying of the young people, the following pro-blems were observed in this article:availability of primary and continuous studying; vocational information, orientation and consultation; insufficient motivation for studying (training); lack of general education; correspondence of vocational education to the labour market needs; need for training programmes financed by the labour exchange; conciliation of personal and labour market needs when sending to undertake labour market vocational training. Results from the survey of employers showed a rather high reliability on the youth as workers (40 % of employers stated that they relied on the youth, and 46 % expressed medium relia-bility). However, when choosing an employee, preference is given not to the young persons who start their working activity, but to those who already have practical experience (83% of employees are of that opinion). Therefore, when improving practical training, it is very important to create conditions for the students to have practical work at the enterprises (at working place). A systematic solution of problems related to the youth unemployment is the key condition for success in improving formation of the youth labour potential. The research showed that unemployment in separate youth groups started to form earlier than the young person was registered at the labour ex-change; and the instant social interventions do not solve the problems – they only mitigate them. A flexible complex system for preventing the youth unemployment is necessary that started at school of general education and ended in tax privileges for employers placing young people belonging to certain groups.
