Summary/Abstract: The paper presents the creation and functioning of civil service in the period of Second Polish Republic. The development of a new model of public administration was a major task in the process of unification of the legal system in Poland after the partition era was over. The administrative staff urgently needed an overhaul. The first legal regulations concerning the situation of civil servants in the newly reborn Polish state were adopted before Poland officially regained independence. In the period between the Wars, two chief legal acts were in force: the rescript of the Regency Council of the Polish Kingdom (11 June 1918) and the Act on State Civil Service (17 February 1922). Both regulations contained what now is referred to as the rules of good administration. The system of civil service in Poland of the time featured very innovative solutions, having much relevance even today
