Summary/Abstract: investment activities is a key factor, the mobilization of necessary funds being possible by the existence of financial markets. In the financial markets, public treasury plays a key role. The economic crisis has left economies without cash and the banking system was unable to secure, through the mechanism of credit, the necessary resources for the normal functioning of economy. In these circumstances the Public Treasury must take seriously into consideration, as an option for the future, the development of banking operations and to attract available state funds on the financial markets.
