Summary/Abstract: The Treaty of Lisbon does not bestow a president on Europe, but at least the European Council is getting one. The character of the new office will be determined to some extent by the incumbent. Now that the squabbling about the treaty is over, the European Union badly needs someone who is genuinely a people’s president.
