Summary/Abstract: In the spring of 1978, four prominent members of the West German terrorist organi-sation Baader-Meinhof were arrested in Zagreb. German authorities demanded immediate extradition, which was conditioned by the Yugoslav side with a counter-extradition of eight Croatian right-wing emigrants residing in Germany. After several months of diplomatic negotiations, breaches of legal procedures and campaigns in German and Yugoslav media alike, German government prevented the extradition of the Croats. In return, Yugoslavia set the German terrorists free, and they fled immediately to the Arab countries. This incident caused a major tightening of German-Yugoslav relations, and led to a change in the nature of the two countries’ secret services co-operation.
