Summary/Abstract: The dissertation deals with the genesis and history of the Polish highest political authorities in September 1939. The author examines the legal and political system basing on their activities in France (1939-1940) and in Great Britain (1940-1990). After the Second World War, allied Western powers withdrew their recognition for the Polish authorities in exile, what was in harmony with the international legal order, but it conflicted with the idea of international solidarity.
