Summary/Abstract: Teachers’ professional development represents one of the core issues in the debate on professionalization in education. This debate takes place within the transi-tion from an education based on ideals to the competency-based education (general and professional competencies), which represents one of the key issues of contempo-rary educational policies. From the very beginning, the idea of competency-based education was closely connected with the issue of teachers’ professional education. Later on (in the 1980s and 1990s), the idea of competency-based education was amended by the idea of the outcome-based education. Both ideas have arisen as a re-sult of socio-economic needs, so the main goal of educational sciences was to psy-chologically and didactically shape and implement the requirements of modern econ-omy. The key issue discussed in this paper pertains to the establishment of teachers’ professional identity within the contemporary educational system. The paper dis-cusses the socio-historical context of the changes in educational practice and analyses the contradictions following those changes – from a narrow, instrumental approach that perceives educational outcomes as the absolute measure of educational quality, to an understanding of education as social and ethical action.
